Chinese Enterprises Accelerate Presence in Indonesia’s Kendal Industrial Park: Zhongce Rubber Launches Overseas Factory Project
(March 4, 2025 – Comprehensive Report)
Recently, China Harbour Engineering Co., Ltd. (CHEC) signed a cooperation agreement with Indonesian PT. Matahari Tire Indonesia to undertake two key projects within the Kendal Industrial Park (KIP): the Mixing Workshop & Auxiliary Buildings Project and the Tire Production Workshop (Phase 1) & Outdoor Pipeline Installation Project, marking a critical milestone in Chinese enterprises’ industrial expansion in Indonesia [1][4][5].
Project Details: CHEC Supports Zhongce Rubber’s Global Strategy
The projects, part of Zhongce Rubber Group’s first tire production base in Indonesia, will be completed within a 300-day (10-month) construction period under an EPC (Engineering, Procurement, and Construction) model.
- Mixing Workshop & Auxiliary Buildings: Includes new facilities such as the mixing workshop, sulfur storage, process oil tank area, Office Buildings 1 & 2, as well as electromechanical installation and foundation pit support.
- Tire Production Workshop & Outdoor Pipelines: Covers the main workshop structure, electromechanical equipment installation, and outdoor pipeline systems [1][4][5].
As Zhongce Rubber’s second overseas production base following its Thailand facility, the Indonesian plant will optimize its global supply chain and strengthen competitiveness in Southeast Asia [4][5].
Kendal Industrial Park: Strategic Hub for Chinese Investment in Indonesia
Located in Semarang, Central Java, the 2,700-hectare Kendal Industrial Park—jointly developed by Singapore’s Sembcorp Development and Indonesia’s Jababeka Group—is one of Southeast Asia’s most infrastructure-ready industrial zones [3]. Key advantages include:
- Strategic Location: 25 km from Tanjung Emas Port (Central Java’s only deep-water port) for seamless logistics; proximity to Semarang (Indonesia’s 5th-largest city) ensures abundant labor and a vibrant Chinese business community [3].
- Comprehensive Ecosystem: Targets heavy industries, woodworking, textiles, and food processing, offering one-stop services for permits, logistics, and security [3].
- Sustainability Compliance: Enforces strict wastewater pretreatment standards for heavy industries, balancing development with environmental responsibility [3].
Deepening China-Indonesia Collaboration: Building a Belt & Road Production Hub
The partnership between CHEC and Zhongce Rubber highlights the synergy between Chinese construction and manufacturing sectors in global expansion, underscoring Indonesia’s role as a strategic Belt & Road Initiative (BRI) node. CHEC Indonesia stated that the project aligns with the trend of relocating China’s competitive production capacities to Southeast Asia, with plans to expand industrial chain collaborations via the park [1][4].
Future Outlook
Zhongce Rubber’s factory is expected to attract upstream and downstream Chinese enterprises to Kendal Industrial Park, forming a tire manufacturing cluster. This aligns with Indonesia’s industrialization and job creation goals, injecting new momentum into bilateral economic cooperation.
