中印尼"两国双园"新获49.6亿美元承诺:中国资本押注印尼的产业逻辑与物流机会
2026年9月9日,厦门。第26届中国国际投资贸易洽谈会期间,中国—印尼"两国双园"(TCTP)投资推介会举行。印尼经济统筹部9月17日公布数据:中国企业在该框架下的累计投资承诺达到88.1万亿印尼盾,约合49.6亿美元。

框架的定位不止于资金:印尼经济统筹部强调,合作旨在加强产业联通、供应链整合、技术转移、增值与本地就业。这不是简单的"建厂+卖货",而是产业链层面的嵌入。
大背景同样关键。2025年中印尼双边贸易额1674.9亿美元,同比增长13.4%,中国连续13年是印尼最大贸易伙伴;2025年中国对印尼直接投资75亿美元,2026年上半年39亿美元。中国已是印尼第一大外资来源国(含中国香港)。投资与贸易的双高增长,为两国双园提供了基本盘。

三、产业逻辑:中国资本在印尼押注什么
从推介园区和既往项目看,中国资本在印尼的布局集中在几个方向:
一是矿产与新能源下游加工,利用印尼资源禀赋做价值链延伸;
二是制造业与工业园区,承接产能转移与本地化生产;
三是消费市场,依托2.8亿人口与年轻化结构布局本地分销。
这些方向有一个共同点:都不是"轻资产贸易"能覆盖的,需要实体投资、长期运营,也就必然带动成套设备进口、原材料供应链和成品分销网络的建设。
四、物流机会:投资落地必然带来货流
对物流从业者和出海企业来说,投资数据背后的货流逻辑更值得关注: 工厂建设期,工程设备、生产线、建材通过海运专线进入,多为重货、大件,对港口作业与清关能力要求高; 投产后,原材料、零配件的持续补给形成稳定班轮需求; 产品下线后,本地分销与出口形成双向物流。
这意味着三类物流需求将同步上升:大型设备与工程物流、大宗原料的海运与清关、成品的本地配送与出口转运。基础设施、清关效率与仓储能力,将成为投资落地速度的重要变量。

五、制度红利:自贸区3.0的叠加效应
中国—东盟自贸区3.0版升级议定书已于2025年10月在吉隆坡签署,目前各成员国正推进国内核准程序。议定书首次设立供应链互联互通独立章节,双方超九成税目商品已实现零关税。
对出海企业而言,这意味着投资带来的货物流动可以享受更低的关税成本与更便利的通关安排。制度红利与投资热潮叠加,物流通道的价值进一步凸显。

六、几点判断
一是节奏。投资承诺到实际落地有转化周期,但方向明确:中国资本与印尼产业正在形成更深绑定。
二是窗口。巴唐、民丹等园区是中国资本聚集地,配套政策成熟,产业生态在形成中,先进入者享有布局优势。
三是配套。设备进口、原料供应、成品出口构成完整物流链条,投资决策阶段就应同步规划海运、清关与仓储,而不是等项目落地后再补课。

China-Indonesia Twin Parks Investment Accelerates: Trade and Logistics Opportunities Behind the US$4.96 Billion Commitments
At the China International Fair for Investment and Trade (CIFIT) in Xiamen on 9 September 2026, the China-Indonesia "Two Countries Twin Parks" (TCTP) investment promotion conference delivered a new round of cooperation results. On 17 September, Indonesia's Coordinating Ministry for Economic Affairs announced that cumulative investment commitments from Chinese companies under the framework had reached Rp88.1 trillion, approximately US$4.96 billion.
Behind this figure lies a clear signal: Chinese capital is accelerating its footprint in Indonesia while the two countries' industrial and supply chains continue to integrate. Based on announcements from Indonesia's Coordinating Ministry for Economic Affairs, China's Ministry of Commerce, and credible media reports, this article outlines the progress of the investment cooperation and its implications for trade and logistics.
The Twin Parks mechanism and latest progress
The TCTP is a joint industrial estate development initiative between Indonesia and China, formally established through a joint statement on 9 November 2024. On 25 May 2025, Indonesia's Coordinating Ministry for Economic Affairs, China's Ministry of Commerce, and the government of Fujian Province signed a memorandum on the cooperation project, moving the mechanism into substantive implementation.
According to Indonesia's Coordinating Ministry for Economic Affairs, 30 memorandums of understanding had previously been signed under the framework, representing commitments of about Rp37.1 trillion (US$2.09 billion). The Xiamen conference on 9 September added approximately Rp51 trillion (US$2.87 billion) in new business commitments, bringing the cumulative total to Rp88.1 trillion (US$4.96 billion).
At the conference, Indonesian industrial zones including Batang Industropolis Special Economic Zone, Tanjung Lesung SEZ, and Bintan Industrial Estate presented investment opportunities to Chinese investors, with direct business-matching between government officials, estate managers, and enterprises from both countries.
Structural features of the investment cooperation
Beyond capital scale, the TCTP emphasises industrial connectivity, supply chain integration, technology transfer, and local job creation. Indonesia's Coordinating Ministry for Economic Affairs stated that the framework aims to convert commitments into concrete projects, and the government will continue facilitating coordination among investors, industrial estate managers, and relevant authorities to resolve investment barriers swiftly.
The cooperation is set against a strong bilateral context. According to Chinese customs and Indonesian statistics, bilateral trade between China and Indonesia reached US$167.49 billion in 2025, up 13.4 percent year on year. China has remained Indonesia's largest trading partner for 13 consecutive years and among its top three sources of foreign investment for years. Chinese direct investment in Indonesia reached US$7.5 billion in 2025 and US$3.9 billion in the first half of 2026.

Implications for trade and logistics
Investment implementation generates two-way logistics demand: engineering equipment, production lines, and construction materials during the plant-building phase; continuous supply of raw materials and components after commissioning; and local distribution and export of finished goods. These needs concentrate on heavy equipment, bulk cargo, and time-sensitive parts, placing higher demands on ocean shipping services, port clearance, and local delivery networks.
Meanwhile, the upgraded China-ASEAN FTA (ACFTA 3.0) protocol has been officially signed, with member states advancing domestic ratification. The protocol introduces, for the first time, a dedicated chapter on supply-chain connectivity, and over 90 percent of tariff lines between the two sides already enjoy zero tariffs, providing a more enabling institutional environment for investment-driven cargo flows.
Takeaways for companies going global
First, watch the park-level policy dividends. Batang, Bintan and other estates are hubs of Chinese capital with mature supporting policies and industrial ecosystems; companies planning manufacturing in Indonesia should study them closely.
Second, plan supply-chain logistics early. Equipment imports, raw material supply, and finished-goods exports form a complete logistics chain; companies are advised to assess shipping, clearance, and warehousing solutions at the investment decision stage.
Third, leverage FTA benefits. Tariff arrangements and rules of origin under the ACFTA and RCEP can effectively reduce import-export costs and improve competitiveness.
The Twin Parks cooperation continues to advance. Converting commitments into projects takes time, but the direction is clear: Chinese capital and Indonesian industry are forming deeper ties, and with them, trade and logistics demand will keep growing.
