(Amend PIB)

Why do some companies have almost every shipment inspected?
If you are involved in import business in Indonesia, you may have noticed:
Company A’s goods are always released quickly, while Company B’s are frequently inspected, even with similar documentation.
Despite complete documents and reasonable prices, the system still shows a “Red Line” and demands a physical inspection.
Changing customs brokers does not reduce the inspection rate.
This is not random or bad luck – it is the result of Indonesia Customs' Enterprise Risk Rating Mechanism.
1. What are the “Lanes” in Indonesia Import Clearance?
Indonesia Customs (Bea Cukai) uses a Risk Management System (RMS) to automatically assign every import declaration (PIB) to one of three lanes:
| Lane | Meaning | Clearance Speed |
|---|
| Green Line | Low risk, no inspection, direct release | Fastest (0.5–1 day) |
| Yellow Line | Medium risk, document check, possible sampling | Slower (2–4 days) |
| Red Line | High risk, mandatory physical inspection | Slowest (5–7+ days) |
The lane assignment is not based solely on the current declaration, but on:
Historical behavior of the importer + current shipment data + product risk level → Risk Profile of the company.
2. Why do some companies always get the Red Line?
A Red Line means the system considers the company high risk. Five factors most affect your risk rating:
1. Inaccurate Declaration
Frequent HS Code errors, quantity mismatches, weight deviations
Prices consistently below normal market range (system compares historical price database)
Vague product descriptions (e.g., “accessories” without specifying use or material)
Each error lowers your “declaration reliability” score.
2. Poor Inspection History
Multiple inspections found discrepancies between goods and declaration
Frequent amendment of PIB (Amend PIB)
Each administrative action raises your risk rating
3. Tax and Compliance Issues
Existing SPTNP (tax assessment notes) or administrative penalties
Chronic under-declaration of value, underpayment of import duties
Failure to submit required licenses or reports on time
4. High-Risk Product Categories
Products requiring SNI mandatory certification (electronics, toys, building materials)
Quota or license‑controlled goods (steel, food, cosmetics)
High‑duty sensitive items (tobacco, alcohol, auto parts)
Even if declared correctly, these goods tend to trigger more inspections.
5. Abnormal Trade Structure
Frequent changes of foreign suppliers
Triangular trade or offshore company transactions with inconsistent flow of goods, funds, documents
Prices significantly deviating from industry averages
These patterns are flagged as “potentially risky trade models.”
3. Red Line is no longer a “shipment problem” – it is a “company problem”
When multiple factors accumulate, the system labels the importer as a High Risk Trader.
From then on, nearly every PIB will automatically go into the Red Line.
Red Line = the cumulative result of long‑term company behavior, not an occasional mistake.
4. How to lower your risk rating and avoid the Red Line?
Effective solutions start with structural improvements:
✅ Improve declaration accuracy continuously
Use correct HS Codes, cross‑check with Indonesia’s BTKI tariff directory
Use English/Indonesian terms accepted by Customs for product description
Ensure price, quantity, weight match B/L, invoice, packing list
✅ Manage inspection records proactively
Conduct internal pre‑inspection before customs inspection
Amend declaration before formal submission if errors found
Avoid receiving SPTNP due to “careless mistakes”
✅ Maintain stable importer entity and trade structure
Avoid frequent changes of importing company name
Keep stable price ranges with regular suppliers
Avoid overly complex intermediary chains
✅ Handle regulated goods properly
Obtain SNI, quota, import licenses before shipping
Apply for advance classification or advance ruling if necessary
✅ Hire professional consultants for regular “compliance checkups”
5. Summary
Indonesia Customs’ risk management system is not a “black box.” Its core logic is:
Your past determines your future credit; your credit determines your inspection frequency.
If your company frequently enters the Red Line, don’t just focus on the current shipment – step back and examine:
Have there been frequent errors in the last 6–12 months?
Are there multiple SPTNP or amendment records?
Has your company already been flagged as high risk?
Only by continuously improving company-wide compliance can you truly reduce inspection rates and speed up customs clearance.
